"Preach Jesus to the unsaved" means that we want to share the message of Jesus Christ with those who have not yet accepted him as their savior. This involves telling them about the Gospel and the tenets of Christianity.
"Teach the saved to serve" means that we want to help those who have accepted Jesus to grow in their faith and put it into action by serving others.
